All right, <https://wpt.fyi/results/css/css-syntax/charset/page-windows-1251-css-utf8-bom.html> already tests that a UTF-8 BOM on the stylesheet overrides the environment encoding, and I've now committed <https://wpt.fyi/results/css/css-syntax/charset/page-windows-1252-http-windows-1251-css-utf8-bom.html> which tests that it similarly overrides charset coming from HTTP.
