In that case you should normally want the corresponding style to be applied to blocks with the given language I suppose.

But it may be a reasonable use case to use such media query to show content with specific language based on user language without client-side or server-side code, I guess.

It probably wouldn't save much bandwidth, though, as you are wasting bandwidth on content which is usually larger and less cacheable than stylesheets.
