Hearing no other comments, my proposed resolution for today is:

Add a pseudo-element called `::text-fragment-match` that applies to the content highlighted by navigations with text fragments. Styling on the new pseudo-element will have the same [restrictions](https://drafts.csswg.org/css-pseudo-4/#highlight-styling) as other highlight pseudo elements.
