smfr has just created a new issue for https://github.com/w3c/csswg-drafts:

The values for overscroll-behavior entangle "overscroll affordance" with "allow propagation". There's no value that is "prevent overscroll affordance but still allow scroll chaining", which seems like it should be a thing that authors want.
