We've implemented letter spacing as specified, although are not yet shipping. Spacing between typographic character units seems to be the only sensible option when bidi is involved - with a more naive definition, simply adding letter-spacing after a letter, it all goes wrong very quickly.

Florian merged a [PR](https://github.com/web-platform-tests/wpt/pull/21602) from us a couple of months back for some tests demonstrating this:
