As I understand it, this is where such decisions and definition would happen. Since it references this issue as the start, and many of the people on this thread have joined.. maybe all of this is findable and it's fine? But a cg let's this group organize, collaborate, create documents, and have a bunch of infrastructure, like a blog and a mailing list and so on. There are other benefits for other problems (like IP related stuff) but I don't think they apply much here given the scope.
