I still think this is a have your cake and eat it too moment, but can see the arbitrariness of the version number naming scheme and the mess it could turn out to be a few versions down the line. Why not append the year to the spec? Not HTML5 & CSS3 but HTML & CSS 2020? No need to do it every year, but when it feels right to enough to people who matter, then create HTML & CSS 2020.
