Added a note as resolved in https://github.com/w3c/csswg-drafts/issues/3983#issuecomment-499240804 and adjusted the color-scheme assumption rules as suggested by @svgeesus in https://github.com/w3c/csswg-drafts/issues/3983#issuecomment-585326098 (which is really a separate issue, but anyway). Specified the range in between as explicitly UA-defined.
