For extensibility to future color values, it might be worth dropping the "Conformance requirements prohibit multiple" from both `color-scheme` and `theme-color`, so that developers can use fallback with older and newer values (with the newer value first).  (e.g., consider use of a `lab()` color that's out of the sRGB gamut, intended only for implementations that support things reasonably).
