Sorting solves the problem for [container based offsets](https://drafts.csswg.org/scroll-animations/#container-based-offset-section). If offsets are [element based](https://drafts.csswg.org/scroll-animations/#element-based-offset-section), the elements can be rearranged within the scroller post sorting and, as a result, produce negative time.
