@dbaron Wrt https://github.com/w3c/csswg-drafts/issues/5154#issuecomment-659160837 this distinction appears in languages (like English) that don't use spaces between the quote mark and the drop-cap, and is an issue against `initial-letter` currently, see issue #2040.
