Re: [csswg-drafts] [css-pseudo-4] ::first-letter should include space separators (#5154)

Typografi.org has an example of the norwegian remark punctuation ("replikkstrek"). It can be seen in the following sentence:

– Bare vent litt, jeg må fange en squirtle her.

The author notes that the preferred option is to style the punctuation away. To be able target punctuation for styling we also need the ```::first-punctuation``` suggested by @fantasai in https://github.com/w3c/csswg-drafts/issues/2040.
