I don't think the new proposal is shippable for us due to the number of pages it breaks. Talked about it to @fantasai, but since she believes the block usage is incorrect, she said she wants to break those pages and let authors fix them. Unfortunately we can't do that in Chromium. IIUC, @dbaron thinks Mozilla can try shipping even the previous one, so my hope at this moment is Mozilla to ship and get reverted.
