Re: [csswg-drafts] Allow specifying the "accent color" of a form control element (#5187)

Windows also has the concept of an accent color on Windows 10. I'd recommend that this be a system color so that it can be leveraged in numerous places. As @chrishtr noted it's used in focus, but also can be used in the glyphs or other areas for form controls. I haven't looked at other use cases for this but the fact that Windows changes the title bars and other backgrounds to the accent color makes me think that it may be something that is allowed to be broad while allowing UAs to leverage it in our stylesheets for the specific scenario denoted by @chrishtr.

TLDR; I propose `accent-color` to be added to the [CSS System Colors](https://drafts.csswg.org/css-color-4/#css-system-colors) as a keyword

While this was discovered due to form controls it doesn't have to do with defining behavior, anatomy, states and interactions between states so I think staying in the CSSWG makes the most sense. Shoutout to @heycam for pinging the Open UI discourse channel though :)
