I don't think that's accurate. The use case is to apply a rotation to the "most important" direction of text, in cases where there are multiple orientations on the same page for printed output.

To your questions about deciding whether certain parts of the page should be rotated or not - I think that's not the best way to think about it. It's that the page has a particular printed output that includes rotated text in various combinations, for multiple reasons. `orientation` doesn't say how to rotate various pieces of content in different ways, there are already mechanisms for that. It just says which orientation is the most useful way to view a particular page.
