Re: [csswg-drafts] [css-scroll-snap-1] Compat between webkit and blink/gecko regarding "implicit" scroll boundary snap positions (#4037)

To close the loop on this, our [stats](https://bugs.chromium.org/p/chromium/issues/detail?id=866127#c23) suggest that the initial load snapping is very safe change to make. Basically a very very small number of snap containers would scroll as a result of initial load snapping which means by making the scroller snap on initial load we should not see lots of visible behavior change.

So we are proceeding with this change in Chrome M81.
