Option 0: No special handling for scroll timelines (i.e. abandon this pull request). https://chromium-review.googlesource.com/c/chromium/src/+/2324101 With this change setting the timeline on a play-pending animation gives different results than setting the animation prior to playing the animation. Will see what this breaks for animation-timeline.
