Sorry for misunderstanding your proposal. However, I don't see a strong need for that. 'keep-all' behavior is not preferred by the majority of Korean speakers in those cases (UGC where the langauge of a content is not known in advance) and most other cases (exceptions were noted above). Think about why `<wbr>` was inserted by a script to force Netscape 1.x to break on any syllable boundaries.
