Turning the MAY into a MUST sounds reasonable to me. I don't think anyone want to start investigating this more deeply, especially since as noted multiple times the existence of a solution isn't guaranteed. There still remains the question of fixed layout where percentages can be resolved to pixels and handled as such without too much trouble for most of the algorithm.
