@fantasai thanks for additional background.

Yes we have already started the work to implement this in Blink as part of snap-after-layout [feature](https://bugs.chromium.org/p/chromium/issues/detail?id=866127). Once we are have that implemented we will do the work to find out if we can also safely enable it for initial load as well. I will report back with our findings.
