I'm expecting that the first part of spec-ing the property will be fully documenting current behavior, then seeing if that's sensible & consistent enough for a spec.  So, test-driven spec development.

So far, we have [basic parsing tests](https://wpt.fyi/results/svg/interact/parsing?label=master&label=experimental&aligned&q=pointer-events) in the SVG folder. And [one CSS test for `pointer-events` showing up in TypedOM](https://wpt.fyi/results/css/css-typed-om/the-stylepropertymap/properties/pointer-events.html?label=master&label=experimental&aligned&q=pointer-events). But no tests for behavior.
