@theres-waldo I made a change to the spec to clarify the role of viewport in scroll chaining per [earlier suggestion](https://github.com/w3c/csswg-drafts/issues/3267#issuecomment-460715076). Does this clarify the issue and address your concern? *side note*: Since visual viewport is not in csswg yet, I choose to refer to the concept of the [viewport](https://drafts.csswg.org/cssom-view/#viewport) in CSSOM.
