Wrt first question, I don't think there's any need for ::selection text-shadows to be clipped differently from normal text-shadows. Wrt the second question, there was some discussion about it in https://github.com/w3c/csswg-drafts/issues/3605 ; the conclusion was that the ::selection’s text-shadow wins, and UAs are expected to set it to 'none' by default.
