For this particular example, I uploaded a [PR](https://github.com/w3c/csswg-drafts/pull/3898) that changes
`''display: contents'' or ''display: none''
`to
`'display' values of ''display/contents'' or ''display/none''
`
This is similar to the approach taken in a number of other CSS specs.

It results in links to both the property and the values.
