Currently the only proposal are mathvariant (more text-transform values) and math-style/math-script-level (interacts with font-size) so it makes sense to have them in the corresponding specs. The idea is to progressively propose small and independent bits in order to facilitate acceptance by the CSS WG, implementation and testing. And believe me, they are definitely useful to improve/simplify current MathML implementation.
