I wondered about this, too (the ability to control underline position, but not other decoration lines); it seems a bit inconsistent. The only explanation I could think of was that underlines are much more commonly used (e.g. to indicate links) than overline or strikeout, and so people care more about them. But if we're going to complete the set, presumably we also need `text-line-through-offset`, or a three-valued `text-decoration-line-offsets`.
