Note: just to be clear, I'm assuming that a 0-sized node whose coordinates are clearly inside of the scroll port (not flush with any edges) **would** be considered "entirely within" the region and would be a valid scroll anchor.  Assuming that's correct (as I think the spec text implies it is), then I think we've just got this edge case behavior to define for what happens when such a node is flush with a scrollport-edge.
