Here's [some feedback](https://bugs.chromium.org/p/chromium/issues/detail?id=932109#c4) from one of the Chromium developers about increasing the maximum element sizes:

> Realistically we can't increase the max size without severely regressing memory usage across the board. 
> The fact that roughly the same limit applies to multiple implementations reinforces this tradeoff.

So it looks like there may be no way forward to solving this problem without going through the specs.
