I think we ended up mostly focussing on the situation of empty fragments in the original discussions. > I think it probably also needs to say (although I don't think we discussed this) that if such an element has an explicit height, that height continues after the break but the spanning element's height does not count towards it. That makes sense but I don't think was part of the original discussion and resolution.
