This was discussed in a telcon at <https://lists.w3.org/Archives/Public/www-style/2014May/0056.html>. Argument for relaxing the whitespace restrictions were that it accords better with author intuition, coming from other languages where `1-1` and `1+1` are valid. Arguments against are that, while + is doable, we can't remove the whitespace around - without keeping it required in *some* circumstances, or blocking us from ever doing keywords in calc. Context-sensitivity and blocking are both worse cures than the disease, so we're keeping the whitespace.
