frivoal has just created a new issue for https://github.com/w3c/csswg-drafts:

In the third bullet point of https://drafts.csswg.org/css-highlight-api-1/#painting, the spec says that the custom highlights are above the builtin ones.

Is that OK right? Should they be below instead, to make sure that highlights provided by the UA are never hidden?
