@FremyCompany I think you're misreading the [syntax](https://drafts.csswg.org/css-display-3/#the-display-properties).  `table-row` is a [`<display-internal>`](https://drafts.csswg.org/css-display-3/#typedef-display-internal) keyword, which can't be combined with any other keywords so it's effectively a single-keyword value.
