The semantics of the simple cases of declaring and forwarding a single part are clear (as far as I am aware), they haven't changed at all since I started on this and nobody has suggested that they should. There has been a lot of the discussion on naming and syntax. Syntax appears settled (no complaints or alternative suggestions have been offered or requested beyond the CSS selectors version). Naming is not settled, that's fine, we can settle it. What else do you see as blocking the path?
