It *is* a list of parts defined in a single shadow tree which are exposed. It just depends on what you think you're exposing them to - CSS in element's scope or the scope above. Maybe there's some ambiguity, people might think they need to list things here to expose them to the element's scope but I feel like that applies to other suggestions too. Maybe `outerparts`. Anyway I'm not too bothered with what we choose here.
