WCAG 2.1 has just been adopted for the European Standard EN 301 549. https://www.w3.org/blog/2018/09/wcag-2-1-adoption-in-europe/ Success Criteria 1.4.11 requires contrast of focus indicators to be 3:1. Currently, this can be hacked with a box shadow behind an outline, but its hacky and clunky.
