[csswg-drafts] Indexes look out of date

svgeesus has just created a new issue for https://github.com/w3c/csswg-drafts:

Are the CSS indexes automatically generated, or manual? The [date on the ED is 9 November 2017]( https://drafts.csswg.org/indexes/) which is claimed to be the [date of the /TR version](https://www.w3.org/TR/2017/NOTE-indexes-1-20171109/) which is 404.

I thought maybe there was a hard-coded `Date:` metadata but it seems not.

Curious where this date comes from; the .html doesn't seem to have been checked into the indexes directory. But more importantly, wanting to know if the indexes are continuously updated or need to be refreshed manually once in a while.
