nigelmegitt has just created a new issue for https://github.com/w3c/csswg-drafts:

== [css-inline][css-ruby] Allow ruby reserve space to be allocated ==
Allow the line height to include a specified amount of space to account for ruby either before or after the line - also known as ruby reserve. See also [TTML2 rubyReserve](https://www.w3.org/TR/ttml2/#style-attribute-rubyReserve).

This could be elated to #3240 if the solution involves adjusting the leading.
