The programmatic API is not blocking anything right now, can we move discussion of that to #2414 and get back to the forwarding syntax here?
Do you have an opinion on whether
<host-element partmap="???">
<span part="b"></span>
</host-element>
To expose the span for styling, should that be <code>partmap="a b"</code> or <code>partmap="b a"</code>? I would suggest that given that the model in the spec and the name is of a map, it seems like the key ("a") should come first.
