I've done the edits discussed above (“`speech` is for pure-audio UAs, not **screen** readers”). As for deprecating it altogether, someone needs to follow up the investigation started / suggested by the tweet from https://github.com/w3c/csswg-drafts/issues/1751#issuecomment-332539713, and then come back to the WG.
