If the order matters, then it should be reordered in the source. The `order` property is not meant to do this, it is for visual effects only. The CSSWG has discussed this multiple times in the past, our position has not changed: the source order must be the meaningful order of the contents. Otherwise what happens if CSS is turned off or not supported?
