[csswg-drafts] [css-logical-1] are the new border and background properties reset by shorthands?

css-logical-1 introduces [`background-image-transform`](https://drafts.csswg.org/css-logical-1/#background-image-transform-prop) and [`border-image-transform`](https://drafts.csswg.org/css-logical-1/#border-image-transform-prop).  It seems to me that the former should probably be reset by the `background` shorthand, and the latter reset by the `border-image` and `border` shorthands.  This is not specified.  It probably should be explicitly specified whether or not it is reset, since resetting seems like a logical thing to do.
