This was fixed in [CSS 2.1 errata](https://www.w3.org/Style/css2-updates/REC-CSS2-20110607-errata.html#s.4.1.1a). (Note the errata bogusly cites the 2013-01-30 minutes; the resolution is actually in 2013-01-09 as linked above.)

Note this section is becoming informative per WG resolution (https://github.com/w3c/csswg-drafts/issues/2224#issuecomment-384353286).
