Thank you @js-choi for perfectly and thoroughly explaining why the spec works the way it does. :) This was a deliberate decision made in consultation with the HTMLWG, the i18nWG, and the bidi expert Aharon Lanin (who spearheaded the major update of bidi controls in HTML, CSS, and Unicode that gave us dir=auto and bidi isolation).
