@frivoal What you wrote just above is helpful. In an effort to confirm my understanding, please confirm that the following are accurate and coherent statements:

_The intent is to un-break lines that are not marked with an explicit line-break (U+000A and friends), and which may have one or more intervening white-space characters (such as spaces or tabs) that serve as indentation for easier source viewing. The problem is determining whether to altogether remove the line-break and any intervening white-space characters, or to replace them with a space (U+0020)._
