`text-overflow` should apply to SVG [text content elements](https://svgwg.org/svg2-draft/text.html#TermTextContentElement) as well https://svgwg.org/svg2-draft/text.html#TextOverflowProperty (feature at-risk for SVG2). CC @AmeliaBR
