Ah, so the general case (for layout methods other than Grid) is something that requires Regions or similar behavior - taking elements out of their normal flow and reinserting them somewhere else. Unfortunately, Regions proved to be very complicated in implementations and ended up getting rejected by the WG. We might revisit this in the future, but for now this isn't something that's going to be possible in the near future.
