This is something that is useful beyond variable fonts, e.g. I've often needed to define a Helvetica Neue with a `normal` weight of 300. So, I would be opposed to a syntax that is based on `font-variation-settings`, as the use cases are wider. I think we need a way to define what the keywords resolve to, on a font-by-font basis.
