tantek has just created a new issue for https://github.com/w3c/csswg-drafts:

== [css-scrollbars][css-scrollbars-1] Should inherited be "yes" for scroll-*-color props? ==
Should inherited be "yes" for all scroll-*-color properties?

Specifying on the root affects all elements by default, but is that true at all levels?

Needs tests / experiments with IE (and -ms- variants for Edge) to determine what existing implementation does, and specify that.
