Doesn't the definition of [labelable element](https://html.spec.whatwg.org/multipage/forms.html#category-label) fit even better (`meter` and `progress` elements seem to behave like form controls from the rendering perspective)? Or they are already implicitly covered by 'empty elements'? If so, is it correct that the problem is actually with `textarea` and `select` elements only, since all `input`s are also covered by the 'empty elements' rule?
