This is no more bizarre than t/r/b/l is for people used to a ltr language, which is the majority of the world. I know that the proposed order isn't meant to favor anyone over anyone else, but it is consistent with t/r/b/l for rtl language speakers, and inconsistent with it for ltr language speakers.
